The Veterinary Council of India (VCI) conducts counselling for the allotment of B.V.Sc. & A.H. seats to candidates who qualify in NEET UG and are eligible for admission to participating government veterinary colleges across the country. All candidates who secure a valid rank in NEET UG, conducted by the National Testing Agency (NTA), including those from the Union Territory of Jammu & Kashmir, are eligible to participate in the All India Quota (AIQ) counselling. Admissions to 15% of seats in recognized veterinary colleges are filled through this AIQ based on the NEET UG merit list. The selection and admission process for the B.V.Sc. & A.H. degree program is governed by the regulations laid down by VCI under the Minimum Standards of Veterinary Education (MSVE), 2016, ensuring uniformity and quality in veterinary education across India.

The online counselling for allotment of 15% All India Quota (VCI) seats for the academic year 2022–23 will be conducted by the Veterinary Council of India in four stages: Round 1, Round 2, Mop-up Round, and Stray Vacancy Round. The counselling process will be based on the merit and ranking of NEET UG 2022–23 and will be carried out through the official VCI counselling portal. All financial transactions related to the counselling process will be managed by Bank of Baroda. Seat allotment will be done based on factors such as NEET rank, availability of seats, and the preferences filled by the candidates, subject to the fulfillment of eligibility criteria including nationality, age, and required academic qualifications as specified in the official information bulletin.

The Maharashtra Animal and Fishery Sciences University (MAFSU) conducts Counseling for the allotment of 85% of B.V.Sc. & A.H. seats. The allotment is done based on Merit in NEET-UG duly following the Presidential Order & Rule of the reservation. The candidate shall apply online, pay the fees, fill up the application form and uploads the desired documents on or before the last date of submission of the application form. Candidates will receive updates on their respective mobile phones and emails, based on the admission process by the University. However, the candidates shall visit the website (www.mafsu.ac.in) for updates during the whole procedure of admission. They should not remain dependent on mobile phone messages and email.
Unreserved seats will be 40% of the total intake capacity.

Admission Counselling :
The admission counselling process is conducted in four rounds to ensure a transparent and efficient allocation of seats.
After receiving the option/preference form, the allocation list will be displayed on the website (i.e.www.mafsu.ac.in) and the intimation regarding the same shall be sent to the candidates on their mobile phone & email address. The allotment letter shall be generated for those candidates who have been allotted seats. The candidate shall personally visit the allotted college along with the printout of the allotment letter, all original documents, and admission fees to confirm his/her admission within a stipulated period of time. In case, if any candidate does not report to the college to confirm the seat during the first round then the next candidate from the waiting list of the respective category shall be allotted the seats as per merit.
- Once the seat is allotted as per the candidate’s first preference for Region/State Quota Round and the candidate does not report to college within the stipulated period of time mentioned in the allotment letter, his/her candidature will be canceled for the next rounds.
- Whereas, if the seat is allotted as per the candidate’s second preference and onwards and the candidate does not report to the college, his/her candidature will be considered for the next rounds of admission based on vacancies.
Candidate shall be admitted provisionally till he/she registers him/herself in the concerned college where the seat is allotted. Candidate, who is admitted but fails to register/join the College within the period given by the competent authority or cancels the admission after joining, will not be eligible for admission during the subsequent round. Although the category claimed by the candidate is given to him/her in the Final Merit List during the course of physical verification of the original certificates and documents, if it is noticed that the certificate /document is invalid, then he/she shall not be entitled to the admission during that round. In such case, the University may work out the revised merit position of the applicant and will amend the final merit list accordingly and the said applicant shall be considered eligible for admission as per his revised merit in the next round of admission. The admissions to various seats under the Regional (R) and State (S) Quota shall be final and once the candidate is admitted he/she will not be eligible for a change of College or Quota.
The seats remaining vacant after the first round of Regional as well as State quota admission will be filled in during the second round as per the following stepwise procedure -
Note: After completion of all steps I to VI, the allotment list shall be generated for the second round of admission.
The seats remaining vacant after the second round of Regional as well as State quota admission will be combined and filled in during the third round. In case, if any candidate does not report to college to confirm the seat during the third round then the next candidate from the waiting list of the respective category shall be allotted the seat as per merit.
The seats remaining vacant after the third round of admission will be filled in during the special admission round. In case of any resultant vacancy, the seats will be filled in by candidates as per merit from that respective category.

University Quota seats - 70% seats of the University quota at each constituent college will be filled in as regional quota (R-quota) as per the regional merit list while the remaining 30% of the seats of total intake capacity shall be filled as state quota (S-quota) as per common state merit list prepared by the University.
VCI Quota seats - 15% of the total intake capacity of each Veterinary College shall be filled in by the Veterinary Council of India (VCI), New Delhi through its independent admission procedure.
J & K and Ladakh UT Quota seats - One seat over and above the intake capacity at each Veterinary College shall be filled from the wards of citizens displaced due to terrorist activities from Jammu & Kashmir Union Territories and Ladakh Union Territories and also from the wards of officers belonging to Indian Administrative Services, Indian Police Services and other officers and staff belonging to military and paramilitary forces transferred to Jammu & Kashmir and Ladakh Union Territories.
Goa Quota seats - Five seats over and above the intake capacity at Mumbai Veterinary College, Mumbai; Four seats at KNP College of Veterinary Science, Shirwal and Two seats at College of Veterinary and Animal Science, Parbhani for B. V. Sc. & A.H. Degree Course are reserved for Goa State candidates. However, the admission shall be made only on the basis of his / her merit in the National Eligibility Cum Entrance Test (NEET-UG-2022) conducted by the National Testing Agency, New Delhi. The candidate shall have to apply online for admission and take printout of the application form. The candidate shall then send the hard copy (printout) of the application form along with self-attested copies of all required documents to the Directorate of Animal Husbandry and Veterinary Services, Pashusamvardhan Bhavan, Patto, Panaji, Goa - 403 001 which will verify the candidature and communicate to the University.
NRI/FN/PIO/OCI Quota seats - A total of 10 seats over and above the intake capacity of B. V. Sc. & A.H. Degree Course are reserved for NRI/FN/PIO/OCI candidates.
