Veterinary College, Gadag, established in 2017, is recognized by the Veterinary Council of India (VCI), New Delhi and operates under the Karnataka Veterinary, Animal, and Fisheries Sciences University (KVAFSU), Bidar. The college commenced operations in its own campus on September 25, 2017, with an initial intake of 50 students, and is situated on a sprawling 162-acre campus on Hombal Road, Gadag. 1 ) Veterinary Council of India (VCI) - Open to all (15%)

The Veterinary Council of India (VCI) conducts counseling to allocate B.V.Sc. & A.H. seats to NEET UG-qualified candidates in participating government veterinary colleges across India. Candidates who qualify for the All India Quota (AIQ) based on their NEET UG rank, including those from the Union Territory of J&K, are eligible to participate. Using the NEET UG 2024 merit list provided by the National Testing Agency (NTA), the Veterinary Council of India (VCI) will fill 15% of seats in recognized veterinary colleges under the AIQ. For the academic year 2024–25, 734 seats are available for counseling and admission. Overseas Citizens of India (OCI) and Persons of Indian Origin (PIO) are also eligible to register online for counseling under this quota, provided they furnish sufficient proof of eligibility. They will, however, be treated under the General Category for all purposes. The VCI is solely responsible for seat allocation. The B.V.Sc. & A.H. program is a five-and-a-half-year degree course, which includes a mandatory one-year internship.

RESERVATION OF SEATS (15% Quota )

• 15% seats are reserved for SC candidates
• 7.5% of seats are reserved for ST candidates
• 10% of seats are reserved for EWS candidates
• 27% of seats are reserved for OBC candidates (Non-Creamy Layer)
• 5% seats in each category are reserved for Physically Handicapped candidates as defined in physical disability in the MSVE -Degree Course (B.V.Sc. & A.H.) Regulations, 2016 on a horizontal basis.

Counseling for Allotment of 15% VCI Seats

The online counseling for the allotment of 15% seats to the B.V.Sc. & A.H. program under the VCI quota for the academic year 2024-25 will be conducted in three stages: Round-1, Round-2, and the Stray Round, through the NIC Online Counseling portal. Seat allocation will be based on the candidate's NEET rank, the choices they exercise, and seat availability, subject to meeting other criteria such as nationality, age, and essential qualifications as specified in the Information Bulletin. Seats will be allocated only in recognized veterinary colleges, both government and private.

The fee structure for private veterinary colleges will be determined by the respective state governments, universities, or colleges. Candidates are advised to confirm fee details before selecting private colleges, as the Veterinary Council of India has no role in determining or regulating these fees. Eligibility criteria and required documents will be verified by the allotted college or university during reporting or admission, and their decision will be final. Tuition fees, academic sessions, and other charges may vary by college and will follow the rules of the respective college, university, or state government.

Candidates allotted seats in the first round and reporting for admission within the stipulated time will have the option for upgradation in the second round through re-choice filling without paying the registration fee again. However, candidates who do not report for admission after being allotted seats in Round-1 or Round-2 will not be eligible for further rounds of counseling. New registrations will be allowed in Round-2 with payment of the registration fee for those who did not register earlier.

The Stray Round will be conducted to allocate any remaining vacant seats after Round-2. Vacant seats will be notified on the VCI Counseling Portal, and previously registered candidates can participate by paying a participation fee of ₹50,000 for General/OBC/EWS categories and ₹25,000 for SC/ST/PH categories. Candidates allotted seats in the Stray Round but failing to report or take admission within the specified time will forfeit their participation fee. Fees for Stray Round participation will be refunded to candidates not allotted seats or those who report and take admission within the allotted time. Candidates who have already been allotted a seat in the Stray Round, whether they report or not, will not be eligible for further participation in the round.

The allocation of vacant seats will be based on merit and options exercised by candidates under their respective categories. Eligible candidates can enter their choices for the Stray Round, and those allotted seats will receive an auto-generated allotment letter to report to the respective college as per the schedule. Vacant seat details and eligible candidate lists will be published on the VCI Counseling Portal. Candidates are advised to confirm fee details and other charges with the nodal officer of the respective colleges before selecting their choices for the Stray Round, as the Council will not entertain requests for college changes.

Documents Required for Verification During Reporting/Admission

Candidates must produce the following original documents, along with self-attested copies, for verification by the allotted college/university authorities at the time of reporting/admission:

1. NEET UG 2024 Admit Card
2. NEET UG 2024 Rank Card issued by NTA.
3. Identity Proof such as Aadhaar Card, Voter ID Card, Ration Card, Passport, or PAN, as mentioned in the NEET UG Application Form.
4. Proof of Date of Birth (Secondary School Examination or equivalent certificate).
5. 10+2 Mark Sheet (Qualifying Examination Mark Sheet).
6. 10+2 Certificate or Provisional Certificate, valid only for candidates who passed in 2024.
7. Character Certificate from the last attended school/college.
8. Photographs: Six passport-size and one postcard-size colored photographs.
9. OCI/PIO Card, if applicable, issued by the appropriate authority.
10. Equivalency Certificate from AIU, for students educated abroad.

Additional Certificates (If Applicable):
11. (i) SC/ST Certificate: As per Annexure-3, issued by the competent authority, in English or Hindi. Certificates in regional languages must be translated into English/Hindi and attested by a Class-I Gazetted Officer. Sub-caste must be clearly mentioned.
(ii) OBC Certificate: As per Annexure-4, issued by the competent authority, in English or Hindi. Certificates in regional languages must be translated into English/Hindi and attested by a Class-I Gazetted Officer. The sub-caste should match the Central List of OBCs, and the candidate must not belong to the Creamy Layer.
(iii) EWS Certificate: For candidates seeking admission under the EWS category, as per Annexure-5.
(iv) Disability Certificate: Issued by a duly constituted and authorized Medical Board comprising at least three specialists, two of whom should belong to the concerned specialty. The disability certificate must not be more than three months old from the submission date. The format of the Locomotor Disability Certificate is provided in Annexure-6.

2) Karnataka Examination Authority - State Domicile - 85%

The Karnataka Examination Authority conducts Counseling for the allotment of 85% of B.V.Sc. & A.H. seats. For admission to the Bachelor of Veterinary Science & Animal Husbandry course candidates who have obtained an aggregate minimum of 50% marks in Physics, Chemistry, Biology and English subjects in the Qualifying Examination are eligible. (40% for SC, ST, Cat-1, 2A, 2B, 3A and 3B category candidates) Based on the performance of the candidates in Physics, Chemistry, and Biology subjects in the Common Entrance Test, the B.V.Sc. & A.H. rank list will be prepared and published for admission to B.V.Sc. & A.H. courses.

The responsibility of KEA is limited to the conduct of counseling, which includes online registration, document verification, online counseling procedure, seat allotment, and the issue of admission orders as per Government Rules. 2.2 Candidates are advised to read the Information Bulletin carefully and go through the instructions regarding filling out online registration form given for CET-2022 on the KEA Website before starting the online registration process

• Admission to Government seats shall be made in accordance with the Karnataka Selection of Candidates for Admission to Government Seats in Professional Educational Institutions Rules, 2006 (in short CET-2006 Admission Rules) as amended from time to time and therefore the details and instructions contained in this Information Bulletin are subject to the said Rules and Government orders. In case of any discrepancy, the Rules shall prevail.
• As per the seat matrix issued by the Government, the seat allotment to the Professional courses will be done ONLINE in the order of merit/rank obtained in 2022 CET /as applicable, and based on the options entered by the candidates through the KEA Web-portal.
• Only upon verification of documents and possessing of verification slip, the candidate will be allowed to enter the options. Candidates can enter any number of options of their choice through the KEA Web- portal on their own arrangement. The candidate also has a provision to take a printout in each round. Every candidate shall be given a high-security user ID and Secret Key which the candidate then has to log in and change to the password as per his / her choice.
• Candidates are advised to verify and confirm that they are fulfilling any one of the Eligibility Clauses before applying for admission to Government seats in Professional Colleges in the state of Karnataka for the year 2022. For any reason, the fee paid by the candidates will not be refunded.
• The SC / ST/Category-I / 2A, 2B, 3A, and 3B and other eligibility criteria are applicable to Karnataka candidates who are eligible to claim eligibility for Government seats under clauses (a), (b), (f), (h), (j), (k) (l) and (o) and the same is not applicable to eligibility clauses (c), (d), (e), (g), (i), (m) and (n) to claim Government Seats and Government quota seats as per the proviso of rule 9 (2) of CET-2006 Admission Rules.
• Reservation of seats in certain categories such as Rural, Kannada, etc, and in Special Categories like NCC, Sports, etc are applicable only to Karnataka candidates who are eligible for Government seats and Government Quota seats (rule 5 of CET-2006 rules).
• The information furnished by the candidate in the CET-2022 online application form with regard to Caste / Category and Annual Income remains the same for the purpose of assignment of ranks/selection or allotment of a seat and no change will be entertained in the future for any reason

Step-by-Step Seat Allotment Process

Downloading the Verification Slip

• Candidates must download their verification slip from the KEA website.
• Verify the details printed on the verification slip.
• Do not share the Secret Key mentioned on the verification slip with others.

Option Entry

• Eligible candidates must log in to the KEA portal and enter their choices of colleges/courses in order of priority.

Mock Seat Allotment

• A mock seat allotment result is published based on the options entered by candidates.
• After the mock allotment, candidates can:
  • Add, delete, or rearrange their options.
  • Save their final list of options, which will be used for the actual seat allotment.

First Round Seat Allotment

• The first round seat allotment results are published.
• Candidates have the following choices:
  • Choice 1: Satisfied with the allotted seat and wish to accept. Download the admission order, pay the fees, and report to the college.
  • Choice 2: Satisfied with the allotted seat but wish to participate in the next round. Retain the current seat while awaiting a better option.
  • Choice 3: Unsatisfied with the allotted seat and wish to participate in the next round without holding the current seat.
  • Choice 4: Unsatisfied and uninterested in further rounds. Exit the process.

Second Round Seat Allotment

• Candidates can again modify, add, or delete their options before the second round.
• The second round allotment results are published.
• Similar choices (1-4) are available for candidates based on the new allotment.

Extended / Casual Vacancy Round

• If seats remain vacant after the second round, a casual vacancy round is conducted.
• Candidates can once again modify their options before the final allotment.
• After this round, candidates have no option to reject or modify the seat and must accept the allotted seat.

General Eligibility:

• Must have passed 12th Standard/PUC or an equivalent qualifying examination.
• Required subjects: Physics, Chemistry, Biology/Biotechnology, and English.

  • Based on the K-CET Veterinary Ranking 2024, conducted by the Karnataka Examination Authority (KEA).

c) NRI-S (All India):

• Selection Basis:
  • Based on the NEET-2024 ranking, conducted by the National Testing Agency.
• Special Note:
  • Karnataka domicile candidates who did not appear for K-CET can apply under the NRI-S (All India) category using their NEET-2024 ranking.
  • If admitted under this category, they must pay the NRI-S (All India) fees.

Successful candidates will be admitted in the following order of preference:

Terminologies for Admission Process at KVAFSU , Bidar:

I. Non-Resident Indian (NRI)

• Definition:
  • An Indian citizen or person of Indian origin who:
    1. Resides in India for less than 182 days during the previous financial year.
    2. Stays outside India for employment, business, or other purposes indicating an intent to remain abroad for an uncertain period.
  • Alternatively, an Indian citizen is considered NRI if:
    • Stayed in India for less than 365 days during the preceding 4 years and less than 60 days in the current financial year.

II. Non-Resident Indian (NRI) Students

a. Definition:

• Indian nationals who studied abroad and:
  • Had at least 3 years of education in a foreign country during the last 6 years.
  • Passed the qualifying examination (12th Standard or equivalent) abroad.

b. Exclusion:

• Students studying in schools/colleges in India (affiliated to foreign Boards/Universities) are not considered NRI students.

c. Gap Period:

• If a gap period exists, a certificate/affidavit from a Class-1 Gazetted Officer/Notary must be provided.

III. OCI/PIO Cardholders

• Definition:
  • OCI (Overseas Citizen of India) and PIO (Person of Indian Origin) cardholders are foreign nationals holding a foreign passport and are not Indian citizens.
• Rights:
  • Eligible for admission only under NRI or supernumerary seats.
  • Not eligible for seats reserved for Indian citizens.
• Reference:
  • Clause (4)(ii) of the Citizenship Act, 1955 states that they can appear for entrance exams (e.g., NEET) for admissions to NRI quota seats.

IV. Non-Resident Indian’s Children (NRI’s C)

• Definition:
  • Children whose parent(s)/guardian is an NRI residing abroad.
  • If there are no parents, the guardian must:
    • Be an NRI residing abroad.
    • Provide an affidavit confirming interest in the student’s affairs.

V. NRI Sponsored Students (NRI-S)

a. Sponsor Eligibility:

• Must be an NRI and a close relative, such as:
  • Spouse, children (natural/adopted/foster), siblings, paternal/maternal uncles/aunts, grandparents, or cousins.
• Sponsors on temporary visas (e.g., student/visitor visa) are not eligible. b. Financial Requirement:
• Sponsor must prove sufficient annual income to support the student’s education.

VI. Karnataka Domicile

Eligibility determined based on: a. Seven-Year Study Rule:

• Candidate must have studied in Karnataka for at least 7 academic years from 1st Standard to 12th Standard (or equivalent) as of July 1, 2024.
• Must have passed either SSLC/10th Standard or 2nd PUC/12th Standard in Karnataka.

b. Parental Residency:

• Candidate studied 1st and 2nd Year PUC (or 11th and 12th Standard) in Karnataka, and either parent must have lived in Karnataka for at least 7 years.

Mode of Application

• Candidates are required to submit their applications online only.
• The application submission period is from 15-07-2024 to 31-08-2024 (until 11:59 PM IST).

   • Candidates must remit an application fee of ₹10,000/- (Indian Rupees).
