The Veterinary Council of India (VCI) conducts counseling to allocate B.V.Sc. & A.H. seats to NEET UG-qualified candidates in participating government veterinary colleges across India. Candidates who qualify for the All India Quota (AIQ) based on their NEET UG rank, including those from the Union Territory of J&K, are eligible to participate. Using the NEET UG 2024 merit list provided by the National Testing Agency (NTA), the Veterinary Council of India (VCI) will fill 15% of seats in recognized veterinary colleges under the AIQ. For the academic year 2024–25, 734 seats are available for counseling and admission. Overseas Citizens of India (OCI) and Persons of Indian Origin (PIO) are also eligible to register online for counseling under this quota, provided they furnish sufficient proof of eligibility. They will, however, be treated under the General Category for all purposes. The VCI is solely responsible for seat allocation. The B.V.Sc. & A.H. program is a five-and-a-half-year degree course, which includes a mandatory one-year internship.
RESERVATION OF SEATS (15% Quota )
The online counseling for the allotment of 15% seats to the B.V.Sc. & A.H. program under the VCI quota for the academic year 2024-25 will be conducted in three stages: Round-1, Round-2, and the Stray Round, through the NIC Online Counseling portal. Seat allocation will be based on the candidate's NEET rank, the choices they exercise, and seat availability, subject to meeting other criteria such as nationality, age, and essential qualifications as specified in the Information Bulletin. Seats will be allocated only in recognized veterinary colleges, both government and private.
The fee structure for private veterinary colleges will be determined by the respective state governments, universities, or colleges. Candidates are advised to confirm fee details before selecting private colleges, as the Veterinary Council of India has no role in determining or regulating these fees. Eligibility criteria and required documents will be verified by the allotted college or university during reporting or admission, and their decision will be final. Tuition fees, academic sessions, and other charges may vary by college and will follow the rules of the respective college, university, or state government.
Candidates allotted seats in the first round and reporting for admission within the stipulated time will have the option for upgradation in the second round through re-choice filling without paying the registration fee again. However, candidates who do not report for admission after being allotted seats in Round-1 or Round-2 will not be eligible for further rounds of counseling. New registrations will be allowed in Round-2 with payment of the registration fee for those who did not register earlier.
The Stray Round will be conducted to allocate any remaining vacant seats after Round-2. Vacant seats will be notified on the VCI Counseling Portal, and previously registered candidates can participate by paying a participation fee of ₹50,000 for General/OBC/EWS categories and ₹25,000 for SC/ST/PH categories. Candidates allotted seats in the Stray Round but failing to report or take admission within the specified time will forfeit their participation fee. Fees for Stray Round participation will be refunded to candidates not allotted seats or those who report and take admission within the allotted time. Candidates who have already been allotted a seat in the Stray Round, whether they report or not, will not be eligible for further participation in the round.
The allocation of vacant seats will be based on merit and options exercised by candidates under their respective categories. Eligible candidates can enter their choices for the Stray Round, and those allotted seats will receive an auto-generated allotment letter to report to the respective college as per the schedule. Vacant seat details and eligible candidate lists will be published on the VCI Counseling Portal. Candidates are advised to confirm fee details and other charges with the nodal officer of the respective colleges before selecting their choices for the Stray Round, as the Council will not entertain requests for college changes.

Documents Required for Verification During Reporting/Admission
Candidates must produce the following original documents, along with self-attested copies, for verification by the allotted college/university authorities at the time of reporting/admission:

11. (i) SC/ST Certificate: As per Annexure-3, issued by the competent authority, in English or Hindi. Certificates in regional languages must be translated into English/Hindi and attested by a Class-I Gazetted Officer. Sub-caste must be clearly mentioned.
(ii) OBC Certificate: As per Annexure-4, issued by the competent authority, in English or Hindi. Certificates in regional languages must be translated into English/Hindi and attested by a Class-I Gazetted Officer. The sub-caste should match the Central List of OBCs, and the candidate must not belong to the Creamy Layer.
(iii) EWS Certificate: For candidates seeking admission under the EWS category, as per Annexure-5.
(iv) Disability Certificate: Issued by a duly constituted and authorized Medical Board comprising at least three specialists, two of whom should belong to the concerned specialty. The disability certificate must not be more than three months old from the submission date. The format of the Locomotor Disability Certificate is provided in Annexure-6.

The Karnataka Examination Authority conducts Counseling for the allotment of 85% of B.V.Sc. & A.H. seats. For admission to the Bachelor of Veterinary Science & Animal Husbandry course candidates who have obtained an aggregate minimum of 50% marks in Physics, Chemistry, Biology and English subjects in the Qualifying Examination are eligible. (40% for SC, ST, Cat-1, 2A, 2B, 3A and 3B category candidates) Based on the performance of the candidates in Physics, Chemistry, and Biology subjects in the Common Entrance Test, the B.V.Sc. & A.H. rank list will be prepared and published for admission to B.V.Sc. & A.H. courses.
The responsibility of KEA is limited to the conduct of counseling, which includes online registration, document verification, online counseling procedure, seat allotment, and the issue of admission orders as per Government Rules. 2.2 Candidates are advised to read the Information Bulletin carefully and go through the instructions regarding filling out online registration form given for CET-2022 on the KEA Website before starting the online registration process
